  • Consume in public spaces, parks, or on the street
  • Consume on federal property (which includes the National Mall, monuments, and many other DC landmarks)
  • Bring cannabis across state lines (even to states where it's legal) — this is a federal crime

The "Gifting" Economy

Because DC's retail framework has been limited by Congressional restrictions, a "gifting" economy has operated alongside the licensed medical dispensary system. Businesses sell merchandise, experiences, or services and "gift" cannabis alongside the purchase.

Visitor caution: The quality, safety, and legal status of gifting operations varies. Products from unlicensed sources have not been tested for pesticides, heavy metals, or accurate potency. For safety and legal certainty, purchase from ABCA-licensed dispensaries whenever possible.


Licensed Dispensaries: The Safest Option

ABCA-licensed dispensaries sell tested, labeled products to qualifying customers. As DC's adult-use retail framework expands, more dispensaries are serving adult-use customers.
