Medical cannabis is fully legal in Washington, DC for registered patients. The ABCA (Alcoholic Beverage and Cannabis Administration) regulates all licensed dispensaries.

Initiative 71 (Adult Use)

Passed in 2014, Initiative 71 allows adults 21+ to possess up to 2 ounces of cannabis and grow up to 6 plants at home. However, retail sales of cannabis to non-patients are not permitted — only ABCA-licensed medical dispensaries can sell cannabis.

The "gifting" economy: Some businesses operate under Initiative 71 by "gifting" cannabis with a purchase of another item. This is a legal grey area. DCWeedHub only lists ABCA-licensed medical dispensaries.
