ABC Board, Oct. 21: New Social Equity Grow and Kitchen Licenses, a Revived Conditional License, and Enforcement Updates
DC's Alcoholic Beverage and Cannabis Board met on Wednesday, October 21, 2026. ABCA published the results on October 22 in its ABC Dispositions for Oct. 21 (PDF). Every vote below passed 6–0. Here's what happened on the cannabis side.
Licensing: two new social equity approvals
- Besh Inc (924 5th St NW #200) won approval of its social equity applications for a new Tier 1 cultivation center (License No. 126749) and a new Type 1 manufacturer (License No. 126748).
- In the same meeting, the Board approved moving both of those conditional applications from FunkyPiece Co. to Besh Inc, a corporate entity transfer that the agenda says involves "no change in ownership."
The dispositions list a licensing address but don't say where the business will grow or make products, or when it might open. Both are UNKNOWN.
A conditional license gets a second chance
- The Board approved the appeal by Cultivate Creations LLP (2633 Barry Road SE, License No. 125626) of the cancellation of its conditional license for a new Tier 1 cultivation center.
That fits a pattern. ABCA has said conditional licenses expire three years after Board approval and "will begin to be cancelled" once the deadline passes without a complete application (ABCA, Aug. 31, 2026). How those deadlines play out is in flux while the emergency licensing act expires Oct. 28 and its temporary replacement waits on congressional review (our explainer).
Packaging
- Power of Plants LLC t/a Flower of Life (6401 Chillum Place NW, License No. 126485) had its label and packaging requests approved.
Enforcement cases
These are ABCA charges and Board procedural actions. A charge is an allegation, not a finding.
- Bud Love (1221 Pennsylvania Ave SE, License No. 128413). ABCA's show-cause case (No. 26-CC-00003) alleges, among other things, dispensing to people who weren't qualifying patients or caregivers, entering false information into METRC (DC's seed-to-sale tracking system), and receiving cannabis from a source other than a DC-licensed business. The hearing was rescheduled to January 13, 2027. No finding has been made.
- Greenway's (Green Tree Incorp, 3617 14th St NW, License No. 132335). ABCA's case (No. 26-CC-00010) alleged dispensing to non-patients, dispensing without valid ID, and false METRC entries. The hearing was cancelled after the business submitted an offer in compromise, which the Board approved. The settlement terms aren't in the dispositions (UNKNOWN).
- Misty Garden (Glow Medicinal, LLC, 1215 Connecticut Ave NW, License No. ABRA-128055). The Board denied a motion for reconsideration. The dispositions don't say what decision the motion asked the Board to reconsider (UNKNOWN).
- Exotic Dreams, an unlicensed establishment at 925 Brentwood Road NE (Case No. 26-ULC-00005). The Board denied a revised motion to lift its summary closure order, so the closure stays in place.
Why it matters
New social equity licenses for growing and manufacturing add to the supply side of DC's licensed market, which is where locally made products on store shelves come from. The enforcement items show ABCA policing licensed stores on patient-verification and tracking rules, while keeping pressure on unlicensed sellers.
If you're shopping, the simplest protection is to confirm a store is ABCA-licensed before you go.
