No. Consuming cannabis on streets, sidewalks, alleys, parks, parking areas, in vehicles on those spaces, or anywhere the public is invited is a misdemeanor (DC Code § 48-911.01).

Can you smoke weed on the National Mall?

No. It's federal parkland, federal law prohibits marijuana possession and use, and federal officers can arrest for it (MPD; DOI).

Is weed legal on federal land in DC?

No. DC's Initiative 71 changed DC law only. MPD notes that federal law still prohibits possession or use of any amount (MPD).
